The EPA’s newly issued annual quota for renewable fuels exempts one of the country’s 143 refineries from the rules but they won’t say who it is. The rules mandate that refineries use more ethanol in gasoline than they did previously, but since the market for gas in the U.S. hasn’t grown much, that means increasing the concentration of ethanol beyond the current 10%. Auto manufacturers say using gasoline containing more than 10% ethanol will void engine warrantees, so refineries are buying renewable credits to make up for the ethanol they don’t use. Those credits will cost Valero an extra $750 million this year, and they aren’t alone. Of course those costs will be passed on to consumers.
